The establishment of Public Service Commissions
is one of the questions which is down for the
forthcoming African Governors' Conference and al-
though it does not necessarily follow that the
setting up of such Commissions in the African
Dependenices must be strictly followed elsewhere,
the discussions may well result in conclusions
which will enable useful advice to be given to
who are
other Colonial Governments in considering this
question. For this reason I think that it would
be well to defer considering the establishment of
a Public Service Commission in Hong Kong until
after the Conference. An additional advantage
is that by this time we shall probably have received
the recommendations of the Malayan Salaries Commission.
I attach a copy of a paper dealing with this
question which has been prepared for the above
Conference.
